The Borough of Pottstown is seeking a firm to serve as Pottstown Municipal Airport’s Fixed Based Operator. The purpose of this Request for Proposals (RFP) is to foster competition for aviation services at the Pottstown Municipal Airport (N47) in accordance with the Borough's objectives and Federal Aviation Administration requirements, and to choose a qualified primary Fixed Base Operator (FBO) for the provision of general aviation FBO services. The provision of specialized aviation services is also desirable, but optional. The contents of the RFP are provided as background and general information for Proposers, and as a guide to evaluate submitted Proposals.
The Pottstown Municipal Airport is a full-service public airport providing business and recreational opportunities to flight enthusiasts. The Pottstown Municipal Airport is owned by the Borough of Pottstown and managed by a Fixed Base Operator (FBO) Fly Elite, LLC.

The Borough of Pottstown operates in compliance with Federal Aviation Administration (FAA) program requirements and ensures that aviation services are made available and equitably distributed, and provides equal access and mobility to any person without regard to race, color, or national origin, disability, gender or age.
Title VI of the Civil Rights Act of 1964 (42 USC 2000(d) et seq.) states that "no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance."
In addition, Section 520 of the Airport and Airway Improvement Act of 1982 and its predecessor, Section 30 of the Airport and Airway Development Act of 1970, added sex and creed to the list of race, color, or national origin as prohibited bases of discrimination with regard to nondiscrimination in the FAA's grant program. Additionally, the Age Discrimination Act of 1975, as amended (42 U.S.C. Section 6101 et seq.) prohibits discrimination against FAA program beneficiaries on the grounds of age.
